Call for Papers: Cato Health Policy Workshop 2025

On October 24 and 25, 2025, the Cato Institute will host its third Cato Health Policy Workshop, a paper workshop for master’s and PhD candidates on topics relating to health policy.

The workshop seeks to encourage participants to approach health policy questions from a market-based perspective. Through a competitive selection process, Cato will offer up to twelve scholars the opportunity to present and receive feedback on research from their peers and distinguished academics.

Papers should be original and journal-article length. The workshop will focus on presentations, discussion, and feedback from peers and reviewers, with the expectation that authors will seek publication or build on these ideas in future research.

Paper topics may include but are not limited to the effects of competition in insurer and provider markets, long-term insurance contracts, moral hazard, and government rate-setting, including risk adjustment.

The workshop will take place in person at the Cato Institute in downtown Washington, DC. Cato will provide participants with a stipend of $500 and cover reasonable travel and accommodation costs.

  2. Email your CV and headshot to smacias@​cato.​org

Applications missing either of these two steps will be considered incomplete and will not be reviewed.

Important dates:

  1. June 30: Application submission deadline.
  2. July 31: Cato will notify candidates of their application status.
  3. September 8: Selected applicants’ papers are due.
  4. October 24–25: Workshop at the Cato Institute.
